A quality assurance team at a U.S. Navy installation requests a computer system. As per regulations, the request has to go to the purchasing group, be let out for bids and generally wind its way through channels, according to an insider. But eventually the team receives the system -- without any maintenance manuals. "It seems that the purchasing agent got a 'special deal' by accepting the systems without manuals," says our insider. In fact, it was such a good deal that the agent got a commendation for his cost-cutting efforts. "The following year, he got another commendation for reducing maintenance costs on the systems," our insider reports. And get this -- "By buying the manuals."
